C2D: CFAF 13 bn to develop Bafoussam, Bertoua and Garoua

Cameroon and France signed an agreement on June 12 in Yaoundé for the second phase of the “C2D capitales régionales 1” (CR1) program. This phase, with funding of 20 million euros (13 billion FCFA), aims to strengthen urban infrastructure and improve living conditions in the cities of Bafoussam (West), Bertoua (East) and Garoua (North).

The Debt Reduction and Development Program Contract(C2D) is a key initiative in Franco-Cameroonian cooperation, aimed at transforming part of the debt owed to France by Cameroon into financing for development projects.

Launched in 2006, the program has evolved in three phases (2006, 2011 and 2016), targeting various sectors such as agriculture, health, education, justice, police and urban development.

After initially targeting Douala (Littoral) and Yaoundé (Centre), the program was then extended to regional capitals under the title “C2D urbain capitales régionales” to improve access to basic services in the cities of Bafoussam, Bertoua and Garoua (CR1), as well as Bamenda (Nord-Ouest) and Maroua (Extrême-Nord) under CR2.

Phase 1 of the CR1 program enabled progress to be made in rehabilitating infrastructure and improving basic services in the towns of Bafoussam, Bertoua and Garoua. Phase 2 focuses on extending and consolidating these gains, by providing additional infrastructural solutions to strengthen the urban capacities of the beneficiary cities.
